The USAC begins accepting Form 471 applications in mid-November for the next year of funding. (You can and should submit Form 470 before this date). Applications received during the 75-day window running from mid-November to mid-January are equally ranked. Applications submitted outside of that window will be placed on hold until that year's funding cycle is completed.
