The USAC's Eligible Services List provides specific guidelines for services eligible for E-Rate discounts. The USAC Reference Center provides additional clarification.

According to the USAC, eligible services must provide services to classrooms or other places of instruction at qualified schools and libraries. Products or services that support administrative functions of library or education programs are permitted under certain conditions.

Approved products and services range from basic telephone service and switchboards to Web servers and E-mail software. Items such as televisions and video cameras are not approved. Many of the products and services are conditional. According to the USAC, "the eligibility of a product/service is not solely dependent on the item itself, but also on the use for which it is intended."
